Marc Zitomer presented “Student Demonstrations in Public Schools: Rights, Limits, and Real Time Response,” at the Strauss Esmay Associates, LLP 38th Annual Education Policy & Law School Seminar. This presentation provideed a practical overview of students’ First Amendment rights, when speech may be regulated due to substantial disruption, and how districts can implement lawful time, place, and manner restrictions, including limits during instructional time.
